WASTE DISCHARGE REQtMENTS i -8- <br /> STOCKTON COGENERATIM COMPANY <br /> SAN JOAQUIN COUNTY <br /> B. Discharge Specifications <br /> 1. The discharge in combination with other sources shall not cause underlying groundwater to <br /> contain waste constituents in concentration statistically greater than background water <br /> quality. <br /> 2. Objectionable odors originating at this facility shall not be perceivable beyond the limits of <br /> the land disposal areas. <br /> 3. The Discharger shall operate all systems and equipment to maximize treatment of wastewater <br /> and optimize the quality of discharge. <br /> 4. The Discharger shall maximize disposal of effluent to land at agronomic rates at all times. <br /> 5. Waste discharged to land shall not cause degradation of any water of the state. <br /> 6. Excessive irrigation with wastewater that results in runoff of wastewater, or irrigation of <br /> landscaped areas with wastewater during periods of precipitation, is prohibited. <br /> 7. At all times, the discharge shall be kept within the designated disposal area. Additional areas <br /> for land disposal may be acquired by Stockton Cogeneration Company in the future. As <br /> these areas become available for disposal they will be added to the designated disposal area <br /> upon the approval of the Executive Officer. <br /> 8. The resulting effect of the wastewater discharge on the soil pH shall not exceed the buffering <br /> capacity of the soil profile. <br /> 9. Direct or windblown spray shall be confined to the designated land disposal area and <br /> prevented from contacting drinking water facilities. <br /> 10. The designated disposal area shall be managed to prevent breeding of mosquitoes. More <br /> specifically: <br /> a. All applied wastewater shall infiltrate within 24 hours after application. <br /> b. Low-pressure and unpressurized pipelines accessible to mosquitoes shall not be used to <br /> store wastewater. <br /> C.
