CA 0081965,
SAN JOAQUIN COUNTY
Enclosed is the inspection report by the Regional Water Quality Control Board (Board) of the Stockton
Cogen Facility, San Joaquin County, conducted on 15 December 2000. The inspection included a
meeting with you, site visit, a review of the discharger self monitoring reports, a review of our case file,
and review of the existing waste discharge requirements for the facility.
The inspection involved walking through the facility and observing mechanical and chemical operations.
The inspection also included observations of the conditions of the receiving water at the effluent outfall.
No obvious violations were noted during our inspection of the facility.
As discussed during our meeting, the Storm water generated on the facility is collected and managed
separately from the NPDES discharge. The renewed NPDES permit will not include permitting of storm
water discharges and a separate industrial Storm water permit will be required for these discharges.
Please find the enclosed Notice of Intent(NOI) for application of coverage under General Order No.
97-03-DWQ. It is my understanding that there is no application fee for facilities that also pay fees for an
existing NPDES permit. Additional information on storm water permitting and how to complete the
NOI can be found at the following web site:
www.swrcb.ca.gov/stormwtr/industrial.htm
The NOI should be completed prior to adoption of a renewed NPDES permit and submitted to:
State Water Resources Control Board
Division of Water Quality
Attn: Storm Water Permit Unit
P.O.
