Provision E.1 of the WDRs <br /> requires that the City of Ripon comply with the Monitoring and Reporting Program (MRP) and <br /> any revisions thereto, as ordered by the Executive Officer. The MRP was revised by the <br /> Executive Officer and issued in October 2007; the Revised MRP (enclosed) took effect <br /> 1 December 2007. <br /> Staff has reviewed monitoring reports for December 2007 through December 2008 and <br /> detected the following violations: <br /> 1 . MRP No. 94-263 requires submittal of monthly monitoring reports by the first day of the <br /> second month following sampling (i.e., the January report is due by 1 March), submittal <br /> of quarterly monitoring reports including groundwater monitoring by the first day of the <br /> second month after the quarter (i.e., the first quarter report for January through March is <br /> due by 1 May), and submittal of annual reports by 1 February of each year. <br /> a. The January 2008 monitoring report and all monthly monitoring reports for April <br /> 2008 through December 2008 have not been received. In addition, the February <br /> and March 2008 monitoring reports were received after the due date. <br /> b. The fourth quarter 2007 and fourth quarter 2008 monitoring reports have not been <br /> received. In addition, the first quarter 2008 report was received after the due date. <br /> c. The annual reports for 2007 and 2008 have not been received. <br /> Late and unsubmitted monitoring reports are summarized in Attachment 1. Pursuant to <br /> the State Water Resources Control Board's Enforcement Policy, failure to submit <br /> reports required by WDRs or California Water Code section 13267 within 30 days from <br /> the due date is a priority violation. For the period reviewed, the City of Ripon has <br /> accrued 12 late report priority violations <br /> 2. MRP No. 94-263 requires quarterly monitoring and reporting of groundwater fixed <br /> dissolved solids (FDS).
