Wilma Avenue
Ripon, CA 95366
REPORT REIJIEW, MID ELECTRIC CENERATIONSTATIONPROJECT, CITY
OFRIPON
WASTEWATER TREATMENT PLANT, SANJOAQUINCOUNTy
Staff has reviewed the 25 March 2003 Modesto Irrigation District(MID) correspondence and
Technical Memorandum prepared by CH2MHILL that describes the City Of Ripon wastewater system,
the wastewater sources that will be generated by the proposed MID Electric Generation Station
(MEGS)project, and the change in wastewater quality that is anticipated by the proposed discharge to
the City wastewater treatment plant(WWTp).
Proiecory
On 30 December 2002 you informed the Regional Board of plans to significantly change the character
Of the industrial wastewater discharged to the City of Ripon W WTp presently, the City accepts
industrial wastewater from two industries, Nulaid and Nestles. Because the Nestles wastewater
consists of groundwater extracted and treated prior to discharge, that wastewater is good quality and
dilutes the concentration of the Nulaid wastewater. The Regional Board was informed that the City
was considering discontinuing the Nestles discharge and replacing it with industrial wastewater from
an electrical power generation facility. Because such a change would likely result in a considerable
change in wastewater quality, on 13 January 2003 the Regional Board requested a Report of waste
Discharge (R WD) to allow revision of the WDRs prior to initiation of the new discharge.
On 27 February 2003 MID, City of Ripon, and Regional Board staff met to discuss the RWD submittal
requirement. Based on the discussion in that meeting, you elected to submit a technical report that
evalu.red rhe impact of the MEGS project wastewater to the City W WTP to allow th
to reconsider of the material change in wastewater quality determination. e Regional Board
27 March 2003 Correspondence and Technical Report
On 27 March 2003 MID submitted a technical report that describes the estimated impact of discharging
the MEGS project wastewater t0 the City of Ripon's domestic wastewater treatment system. The
estimated impact is presented in the table below:
California Environmental Protection Agency
Q,Recycled Paper
fhe energy challenge facing California is real.
