All of the ponds located east of the existing headworks have been emptied, scraped <br /> clean of sludge, and will be reconfigured into four large ponds. <br /> As part of the construction activities, the City plans to allow a developer to remove 30,000 to 50,000 <br /> cubic yards of soil which was located below the former ponds for use as golf course fill material. The <br /> planned golf course is now an almond orchard. The almond orchard will be removed and the soil <br /> excavated and hauled to a residential development that will be constructed. The almond orchard site <br /> will then be backfilled with soil from beneath the ponds. It is understood that the golf course will be <br /> developed within five years, and that the City will be the named owner. The soil from beneath the ponds <br /> will not be used in the residential development. <br /> To adequately investigate the impact that the soil might have on groundwater quality the Board is <br /> requiring the following: <br /> • Submittal of a Sampling and Analysis Plan (SAP) for the 50,000 cubic of soil. The SAP is <br /> yards <br /> collection <br /> to describe proposed sampling locations, depths, n methodology, containers; labeling, <br /> preservation, analytical method holding times, and chemical analyses. . <br /> • After implementation of the Board-approved SAP, the City shall submit a Soil Management Plan <br /> (SMP). The SMP shall contain the analytical results, and based on those results, describe how the <br /> soil will be excavated and hauled, dust control procedures, soil stockpiling pro <br /> stabilization of the soil pending development as a golf course. The SMP shall address, at a <br /> minimum, the presence of pathogenic organisms, the potential for vector problems, and the <br /> potential for contaminants to be leached to groundwater or surface water. <br /> The City is advised that if the chemical analysis of the soil proposed to be moved to the golf course <br /> contains contaminants which could impact groundwater quality, installation of groundwater monitoring <br /> California Environmental Protection Agency <br /> 0 Recycled Paper <br />
