Section 1 0 • Introduction and Background <br /> degradation may occur up to the groundwater limitations,provided that best practical treatment <br /> and control measures are being implemented, assuring the highest practical quality of effluent is <br /> achieved. If background groundwater quality exceeds the WQGs,then background becomes the <br /> groundwater limitation. In this case, it is generally assumed that no assimilative capacity of the <br /> groundwater exists unless it can be demonstrated that certain beneficial uses of the water are not <br /> or will not potentially be degraded at or in the vicinity of the site. Secondary Maximum Contaminant Limit. <br /> In addition to the Antidegradation Policy, the City's WWTF is regulated by the Regional <br /> Board's WDRs Order No. 94-236. These WDRs contains narrative and numerical groundwater <br /> limits for wastewater discharge. These limits state that the discharge shall not cause underlying <br /> groundwater to: <br /> 1. Contain waste constituents in concentrations statistically greater than background water <br /> quality; <br /> 2. Contain chemicals, heavy metals, or trace elements in concentrations that adversely affect <br /> beneficial uses or exceed maximum contaminant levels specified in 22 CCR Division 4, <br /> Chapter 15; <br /> 3. Exceed a most probable number of total coliform organisms of 2.2/100m1 over any seven- <br /> day period; <br /> 4. Exceed concentrations of radionuclides specified in 22 CCR, Division 4, Chapter 15; <br /> 5. Contain taste or odor-producing substances in concentrations that cause nuisance or <br /> adversely affect beneficial uses; and, <br /> 6.
