All three of these wells are on the north side of an irrigation ditch
north of the former chemical plant property.
One of the wells (BC-11) was damaged to 14 inches below grade in late 1994 and was sealed with a
friction plug. The other two wells (BC-9 and 10) were buried beneath irrigation canal dredge spoils in
spring 1995. Mr. Miller relates that the damage and burial were reported in the July 1995 semi-annual
monitoring report.
The work plan proposes to locate the buried wells by using the coordinates recorded when the wells
were installed, and carefully removing overburden. B&C will test the integrity of these wells by passing
a plug the diameter of the well casing down the well to assess any irregularities in casing structure. If
any of the wells are damaged, B&C will prepare a work plan for well abandonment and replacement. If
the casings are intact, seals and security boxes will be repaired, and the wells will be redeveloped and
sampled.
The San Joaquin County Public Health Services Department did not receive a copy of the work plan, so I
discussed the plan with Mr. Michael Infurna of that department on 12 April 2000. He recommended
obtaining samples before performing the well integrity test, in case the four-inch plug becomes stuck in
the well hole. He also recommended assessing well casing continuity first by lowering a smaller
diameter object before lowering the larger diameter object. He also reminds B&C that an inspection
report needs to be submitted on each monitoring well every five years or more often, if warranted.
Please send Mr. Infuma a copy of the work plan and a summary of the well integrity test results.
California Environmental Protection Agency
a Recycled Paper
