Mr. Ben Hall -4 - 17 September 2004
Musco Family Olive Company
groundwater, even when self-monitoring data clearly show the impact has been significant and probably
irreversible. To document the extent to which Musco's discharge has loaded soils with salt constituents,
Musco should present(a) a history the land application fields (i.e., identify for each field when discharge
was initiated and, if applicable, when it used to compost olive leaves or used as a disposal site for pond
silt); (b)tabulate the annual loadings (lbs/acre-year) of IDS, sodium, and chloride,to each land
application field since discharge was initiated; and(c) quantify the estimated additional loadings
(lbs/acre-year) of IDS, sodium, and chloride to each field resulting from the proposed discharge. It is
appropriate for the RWD to contain this information since, until Musco implements salt reduction
treatment, high salinity wastewater will continue to be discharged to the land application fields.
Olive Leaf Discharge. Musco has not provided sufficient information demonstrating that it can conduct
the olive leaf discharge in a manner that does not threaten to load soil with excessive nitrogen.
While we require additional technical information to complete tentative waste discharge requirements,
given the commitment of Musco to this strategy to come into compliance with the Water Code, staff will
begin to develop the requirements prior to the receipt of additional information.
*BEVORIS
eer
Enclosure A: 17 September 2004 Memorandum from Jo Anne Kipps to Bert E.
