Van Voris4 <br /> - 10 - � 25 February 2005 <br /> Supervising Engineer <br /> established for the reservoir discharge, as it is less prone to short-term fluctuations and better represents <br /> the overall composition of the discharge than wastewater from the 1-million gallon settling pond. <br /> The addendum requests the organic and inorganic constituents of the wastewater be regulated separately <br /> and proposes to use BOD and EC to measure these constituents. The addendum proposes to estimate <br /> TDS using a TDS-EC correlation. It indicates IDS and volatile dissolved solids are inadequate <br /> measurements of the wastewater's inorganic and organic constituents because the heat required to obtain <br /> these measurements causes the wastewater's sodium bicarbonate to release carbon dioxide and <br /> artificially raise the volatile dissolved solids results. <br /> Comment: The addendum requests a lower monthly average flow than currently <br /> permitted. Waste Discharge Requirements Order No. R5-2002-0148 Discharge <br /> Specification B.1 permits a monthly average flow of wastewater and stormwater from the <br /> facility to the 1-mg pond of up to 0.8 mpd. The addendum requests that new WDRs <br /> permit a monthly daily average flow of 0.5 mgd until completion of the treatment facility, <br /> after which time the addendum requests a monthly daily average flow of 0.535 mgd. <br /> The RWD should identify the extent to which the concentrating effects of evaporation <br /> will increase the IDS concentration in wastewater discharged from the reservoir. This is <br /> necessary to identify the IDS levels in the discharge to the reservoir to ensure that the <br /> reservoir discharge IDS meets the identified target level. <br /> The RWD still does not thoroughly characterize the irrigation supply in both proposed <br /> use areas. To be determined complete, the RWD must attempt to project the <br /> concentrations of IDS and IDS constituents in leachate released to groundwater as a result <br /> of the recycled water project, even if it will take over 50 years for this release to reach <br /> groundwater. <br />
