Mr. Benjamin Hall - 2 - 25 February 2005 <br /> Musco Family Olive <br /> The addendum does not provide sufficient technical justification that impoundment of wastewater in the <br /> 84-mg reservoir will not unreasonable degrade groundwater, details showing how the costs of reservoir <br /> lining and treatment were derived, and information regarding Musco's inability to pay these costs. <br /> The addendum lists several source reduction measures that Musco has implemented or intends to <br /> implement to reduce discharge salinity,but still needs to identify the fixed EC and pH levels that <br /> determine when processing wastewater is diverted to the Class Il surface impoundments. <br /> The addendum's water balances are still inadequate. They must employ the maximum requested <br /> monthly average daily discharge flow,provide sufficient technical documentation for all assumptions, <br /> show intermediate columns documenting all input and calculated values, and show sample calculations <br /> for each calculated value. <br /> We will initiate our preparation of tentative waste discharge requirements for Musco's long-term <br /> conceptual plan. However, Musco still needs to submit information identified in the enclosed, especially <br /> revised water balances, to support the proposed discharge.
