Mr. Benjamin Hall - 2 - 25 February 2005
Musco Family Olive
The addendum does not provide sufficient technical justification that impoundment of wastewater in the
84-mg reservoir will not unreasonable degrade groundwater, details showing how the costs of reservoir
lining and treatment were derived, and information regarding Musco's inability to pay these costs.
The addendum lists several source reduction measures that Musco has implemented or intends to
implement to reduce discharge salinity, but still needs to identify the fixed EC and pH levels that
determine when processing wastewater is diverted to the Class Il surface impoundments.
The addendum's water balances are still inadequate. They must employ the maximum requested
monthly average daily discharge flow, provide sufficient technical documentation for all assumptions,
show intermediate columns documenting all input and calculated values, and show sample calculations
for each calculated value.
We will initiate our preparation of tentative waste discharge requirements for Musco's long-term
conceptual plan. However, Musco still needs to submit information identified in the enclosed, especially
revised water balances, to support the proposed discharge. If an evaluation under the California
Environmental Quality Act is deemed necessary for the proposed discharge, and the Regional Board acts
as lead agency, we will request Musco retain an environmental consultant to draft an initial study/
negative declaration for Regional Board staff to finalize for public comment and Regional Board
consideration.
BVisingEngginferS
V
Su
Enclosure: 25 February 2005 Memorandum from Amy Simpson to Jo Anne Kipps and
Bert E.
