Benjanmin Hall • • - 5 -
Class II Surface Impoundments
Musco Olive Products & Studley Company
Facility ID 5B392059001
g. An evaluation of the effectiveness of the leachate monitoring and control facilities, and of the
run-off/run-on control facilities.
h. A summary and certification(signed by the inspector) of completion of all Standard
Observations for the waste management unit, for the perimeter of the WMU, and for the
receiving waters.
Note: Most facilities use a boiler plate check list, which is signed by the inspector. This
originally signed Standard Observations form is included in each monitoring report.
i. The quantity and types of wastes discharged and the locations in the WMU where waste has
been placed since submittal of the last such report.
Annual monitoring reports should also include a summary table of all data in the Excel format.
The summary table should be submitted in electronic format (disk or CD) so Regional Board staff
may evaluate the data. The Sampling and Analysis Plan (SAP) for groundwater, unsaturated zone
lysimeters, and surface water should also be included as an appendices in the quarterly and annual
reports. Any statistical analysis or relative updates should also be included in monitoring reports.
These requests reflect requirements set forth in Title 27 for Class II surface impoundments even if they
are not specifically described in WDRs. We are attempting to focus your attention to these requirements
because of the Regional Board's request for a Report of Waste Discharge in our letter of 11 September
2003. The revised WDRs will include these minimum requirements plus more.
As usual, we are available to meet and discuss the Class II Surface Impoundment requirements with your
and your representatives. We discussed getting together for a meeting with your technical consultants in
the near future to go over their proposed investigation(s) at the site. Please contact me when you feel
you are at a stage to discuss these issues. If you have any questions, please contact me at (916) 255-
3137. /, /
*  dx" C'
KIM A.
