Weber
Stockton, CA 95202
SEPTIC TANK INSTALLATION, MUSCO FAMILY OLIVE, SAN JOAQUIN COUNTY
We understand that the County of San Joaquin has reviewed the plans and specifications for an
engineered onsite domestic wastewater treatment and disposal system scheduled for installation at
Musco Family Olive Company's Tracy olive processing facility. Waste Discharge Requirements
(WDRs) Order No. R5-2002-0148 for Musco Family Olive and the Studley Company (Discharger)
regulates the discharge to land of olive processing wastewater. Provision G.2.i requires the Discharger
to submit by 1 June 2003 a report showing that it has constructed the additional domestic wastewater
leachlines and seepage pits described in a 29 May 2002 technical report,Revised Report, Domestic
Wastewater System.
Mr. Lee Palleschi (Musco Family Olive) reported to me in a telephone conversation today that he is
ready to proceed with the necessary construction work, that the San Joaquin County Department of
Environmental Health was ready to issue a permit for the system's installation, and that the County was
postponing permit issuance pending notification from the Regional Board regarding this matter.
This letter serves to inform the County that, until further notice, the regulatory oversight of the facility's
domestic wastewater treatment and disposal system will be deferred to the San Joaquin County
Department of Environmental Health. Accordingly, we have no objections to the County issuing the
Discharger the necessary permit as its issuance means the system conforms with County code, which in
turn, is required to conform to the Regional Board's Guidelines for Waste Disposal from Land
Developments.
If you have any questions regarding this matter, please contact Ms. Amy Simpson at (559) 445-6187.
aO,, 14,pv--
ANNE KIPPS
Senior Engineer
RCE No. 49278
cc: See next page
California Environmental Protection Agency
2a Recycled Paper
The energy challenge facing California is real.
