The report describes sampling locations, analytical <br /> methods, and data comparison criteria to evaluate stormwater for bypass acceptance. The objective of <br /> the report is to allow discharge of uncontaminated stormwater into the bypass channel of the 84-million <br /> gallon storage pond (84-Mgal pond) or the surface water drainage feature downstream of the 84-Mgal <br /> pond. The report was submitted in response to 18 December 2002 Regional Board comments on the 25 <br /> November 2002 Report of Stormwater Bypass Criteria prepared HDR Engineering. The report <br /> addresses most of the concerns of staff, however some items were not adequately addressed in the <br /> addendum. <br /> • The last paragraph on page 1 states four stormwater sampling locations will be used, however page 4 <br /> of the report lists at least seven sampling locations: SW-1, SW-4, Culvert No. 1, Culvert No. 2, <br /> Culvert No. 3, Tailwater Collection Sump from Field 55-east, Tailwater Collection Sump from Field <br /> 55-west, Tailwater Collection Sump from South Ridge Fields, Tailwater Collection Sump from <br /> Evaporation west, south, and east. Please clarify the sampling locations and present them all on the <br /> figure preferably with a symbol indicating a stormwater bypass sampling location. Please remove <br /> extraneous details from the figure. <br /> • The report fails to describe the calibration of the field instruments as requested by the 18 December <br /> 2002 Report Resubmittal Requirements. <br /> • The report does not address the information that will be submitted to the Regional Board. As <br /> previously stated in the Regional Board's 18 December 2002 Report Resubmittal Requirement all <br /> field measurements that indicate bypass of the stormwater is acceptable shall be submitted to the <br /> Regional Board by facsimile on the same day as collection of the data and all laboratory results <br /> (performed on 24-hour turnaround) shall similarly be immediately submitted by facsimile.
