Mr. Ben Hall • - 3 - • 1 July 2002
660 gallons or more, Musco must file a storage statement with the State Water Resources Control
Board, prepare a Spill Prevention Countermeasure Plan, provide double containment for the
AGTs, and regularly sample the storm water collected in the double containment structure prior
to discharge.
4. Page 10, Description of Potential Pollutant Sources, Petroleum Products
The SWPPP states that runoff from the parking lot is contained onsite, and any runoff from the
equipment yard is discharged to the natural drainage.
The SWPPP should explain how runoff from the parking lot is contained onsite and how runoff
from the equipment yard is determined appropriate to be discharged to the natural drainage.
5. Page 10, Description of Potential Pollutant Sources, Cleaning Agents
The SWPPP states that Musco uses cleaning agents such as ammonium chloride, phosphoric
acid, and sodium hypochlorite; and these agents are washed down and discharged to the
wastewater system. The SWPPP also indicates that wastewater is applied to land.
The SWPPP needs to clarify the different waste streams generated at the site and the disposition
of these waste streams. The SWPPP also needs to describe briefly the different waste treatment
systems at the site.
6. Page 11, Description of Potential Pollutant Sources, Olive Receiving Area
The SWPPP states that runoff from the receiving area does not enter the natural drainage during
the harvest period.
'The SWPPP should explain where runoff goes.
7. Page 12, Description of Potential Pollutant Sources, Solid Waste
The SWPPP states that runoff from the solid waste slab is conveyed to the northernmost land
application area and is contained onsite.
The SWPPP should explain how runoff is contained.
8. Page 12, Description of Potential Pollutant Sources, Soil Erosion
The SWPPP states that three areas are subject to soil erosion and may discharge particulate
matter to the natural drainage.
The SWPPP should describe how these erodible areas will be stabilized to prevent or minimize
the discharge of sediments to surface water or surface water drainages.
