The report was originally transmitted by facsimile on 6 <br /> April 2002, but the water balance calculation table was illegible. The Regional Board received the hard <br /> copy of the report on 8 April 2002. The report describes cropping in the land application area and <br /> requests an increase of the flow limit provided in the California Water Code Section 13308 Time <br /> Schedule Order. Your letter states Musco Olive Company will suffer irreparable financial losses that <br /> would put the company in financial jeopardy without the increase. The Executive Officer responded to <br /> your letter on 8 April 2002; this lettep <br /> r rovides staff s review of the water balance. <br /> The Dellavalle report (attached to the Musco letter) includes two water balances for the period April <br /> through September 2002. One water balance indicates the total crop water use is anticipated to be <br /> approximately 270 million gallons of water; the second water balance indicates the proposed application <br /> rate of 149.6 million gallons of water. The proposed application rate requires application of <br /> supplemental irrigation water to maintain the crop. The limited time interval is appropriate in this <br /> instance because Musco Olive Products has indicated they will submit a Report of Waste Discharge with <br /> the intention of updating its Waste Discharge Requirements at the 6 September 2002 Regional Board <br /> meeting. <br /> I have the following comments regarding the report: <br /> • Please provide the reference for the crop water demand. Please provide a reproduction of tables <br /> from the water demand information sources. <br /> • The report requests permission to use process water for dust control on agricultural dirt roads and for <br /> dust control at the storage pond construction site. Please provide a map that shows the location of <br /> the dirt roads and the extent of the construction site area where process water will be used for dust <br /> control.
