The classification as <br /> Category 1 is appropriate and will not be changed. <br /> Re-evaluation of the discharge's B complexity did find it inappropriate. Category A discharges include <br /> those "having numerous discharge points or ground water monitoring"; Category B discharges are those <br /> not included in Category A with"physical, chemical, or biological treatment systems'; and Category C <br /> refers to "discharges having no waste treatment systems." You view the discharge as having no waste <br /> treatment system. Musco's discharge involves preliminary treatment(i.e., screening) and biological <br /> treatment (i.e., detention in aerated reservoirs), and a land treatment system so it is at least a B. However, <br /> as Musco also has a groundwater monitoring network it must be classified as Category A. <br /> The appropriate annual fee for a IA discharge is $38,000. Even this is not sufficient to cover the annual <br /> resource demands necessary for regulatory oversight of Musco the past several years. We appreciate your <br /> payment of $26,160 based on the invoice issued.
