Mr. Ben Hall 3 - 24 July 2003
Musco Family Olive Company
Item 20 instructs Musco to include chloride, sulfate, boron, and ammonia with the list of constituents
that will be analyzed in groundwater collected from the domestic well at 26933 South Hansen Road, as
these constituents are stipulated in Monitoring and Reporting Program No. R5-2002-0148 (MRP), under
REGIONAL GROUNDWATER MONITORING. The Addendum indicated that there are no footnotes
in the MRP indicating that these are required constituents. While this is true, these constituents are
identified as general minerals elsewhere in the MRP in footnotes to SITE SPECIFIC GROUNDWATER
MONITORING and PAN LYSIMETER MONITORING and, in our opinion, necessary to resolving
questions concerning this site. The lack of a footnote in REGIONAL GROUNDWATER
MONITORING identifying what constituents comprise general minerals should not impede obtaining
data pertinent to the site analysis. If necessary, a formal directive for this monitoring can be made.
We look forward to discussing Musco's progress in completing its hydrogeologic investigation workplan
at our upcoming meeting. If you have any questions regarding this matter, please contact me at (559)
445-5035 or Mr. James Dowdall at (559) 445-5108.
(0/VV ,e_
ANNE KIPPS
Senior Engineer
RCE NO. 49278 _
Enclosure: Staff Memorandum, dated 11 July 2003, from James K.
