R5-2002-0148 FOR
MUSCO FAMILY OLIVE COMPANY AND THE STUDLEY COMPANY, SAN JOAQUIN
COUNTY
As documented in the enclosed facility inspection report, on 30 May 2003, the operation of Musco
Family Olive Company and the Studley Company(hereafter Discharger) was determined to be in
violation of Waste Discharge Requirements Order No. R5-2002-0148, Discharge Specification B.4, for
causing nuisance odors perceivable beyond the limits of the Discharger's property.
Your letter of 11 June 2003 explained the source of the objectionable odor as stagnant wastewater in the
irrigation distribution system and that Musco personnel would remove the end caps from all lateral lines
to drain the lines after each irrigation to prevent this cause of offensive odors. While this measure will
likely preclude the development of anaerobic conditions in the irrigation distribution system, the
frequent discharge of the irrigation distribution system's contents to small portions of the land
application system may overload the soil and cause nuisance odors. The irrigation distribution system
should be flushed with fresh water promptly after each waste application or drained in a manner that
returns wastewater back to the 1 million gallon storage pond or applies the drained volume uniformly to
the disposal fields in a manner consistent with Land Application Area Specifications D.11 D.8, D.9,
D.13, D.14, and D.15.
We recommend Musco implement appropriate measures to ensure that the recently adopted odor
abatement measure does not threaten to violate the above cited Land Application Area Specifications.
If you have any questions regarding this matter, please contact Ms. Amy Simpson at (559) 445-6187.
ANNE KIPPS /
Senior Engineer
RCE NO. 49278
Enclosure: Facility Inspection Report
California Environmental Protection Agency
0 Recycled Paper
The energy challenge facing California is real.
