R5-2002-0148 FOR <br /> MUSCO FAMILY OLIVE COMPANY AND THE STUDLEY COMPANY, SAN JOAQUIN <br /> COUNTY <br /> As documented in the enclosed facility inspection report, on 30 May 2003, the operation of Musco <br /> Family Olive Company and the Studley Company(hereafter Discharger) was determined to be in <br /> violation of Waste Discharge Requirements Order No. R5-2002-0148, Discharge Specification B.4, for <br /> causing nuisance odors perceivable beyond the limits of the Discharger's property. <br /> Your letter of 11 June 2003 explained the source of the objectionable odor as stagnant wastewater in the <br /> irrigation distribution system and that Musco personnel would remove the end caps from all lateral lines <br /> to drain the lines after each irrigation to prevent this cause of offensive odors. While this measure will <br /> likely preclude the development of anaerobic conditions in the irrigation distribution system, the <br /> frequent discharge of the irrigation distribution system's contents to small portions of the land <br /> application system may overload the soil and cause nuisance odors.
