R5-2002-0148 FOR <br /> MUSCO FAMILY OLIVE COMPANY AND THE STUDLEY COMPANY, SAN JOAQUIN <br /> COUNTY <br /> A recent Regional Board staff inspection determined Musco Family Olive Company and the Studley <br /> Company (hereafter Discharger) in violation of the following sections of Waste Discharge Requirements <br /> (WDRs) Order No. R5-2002-0148: <br /> 1. Discharge Specification B.5.a for low concentrations of dissolved oxygen in the 1-million gallon <br /> settling pond (hereafter settling pond) and 84-million gallon storage reservoir (hereafter storage <br /> reservoir); <br /> 2. Discharge Specification B.5.c for low pH in the settling pond and storage reservoir; <br /> 3. Discharge Specification B.11 for poor housekeeping in areas exposed to rainfall (e.g., multiples <br /> spills and leaks of storage solution from storage vessels and piping, numerous spilled perforated <br /> cans draining brine canning solution, stained soil evidencing spill(s) from a diesel storage and <br /> filling station, deteriorated bags of chemicals, and open and nearly full containers of spent motor <br /> oil); and <br /> 4. Effluent Limitation C.1 for exceeding the effluent limitation for chloride. <br /> Additionally, the poor condition of crops planted in portions of the Land Application Area threatens <br /> violation of Land Application Area Specification D.2, which requires crops to be grown on the <br /> application areas. Land Application Area Specification D.14. Excessive silt in a tailwater collection <br /> area indicated that erosion control needs improvement to comply Land Application Area Specification <br /> D.14, which requires discharges to land application areas be managed to minimize both erosion and <br /> runoff. Solids Disposal E.2 requires the treatment and storage of solids and sludges be conducted in a <br /> manner that precludes infiltration of waste constituents into soils in a mass or concentration that will <br /> violate groundwater limitations. The practice of disposing of a processing season's worth of olive leaves <br /> in small portions of the land application areas may overload soils with nutrients in these areas and result <br /> California Environmental Protection Agency <br /> CO Recycled Paper <br /> The energy challenge facing California is real.
