WASTE DISCHARGE REQUIREMENTS ORDER NO.R5-2002-0148 -22- <br /> MUSCO FAMILY OLIVE COMPANY AND THE STUDLEY COMPANY <br /> WASTEWATER TREATMENT AND LAND DISPOSAL FACILITY <br /> SAN JOAQUIN COUNTY <br /> 5. As a means of discerning compliance with Discharge Specification No. B.4, the wastewater <br /> from 1 to 2 feet below the surface of the 1-million and 84-million gallon ponds shall maintain <br /> the following at all times: <br /> a. A dissolved oxygen concentration greater than 2 mg/l; <br /> b. A dissolved sulfide concentration less than 0.1 mg/1; and <br /> c. A pH between 7.5 and 8.5 standard pH units. <br /> 6. The discharge to conveyance systems, settling basins, ponds, or land application areas not <br /> adequately maintained to prevent off-site odor nuisance, fly breeding, or mosquito breeding is <br /> prohibited. <br /> 7. All storage ponds shall be managed to prevent breeding of mosquitoes. In particular: <br /> a. An erosion control program should assure that small coves and irregularities are not <br /> created around the perimeter of the water surface. <br /> b. Weeds shall be minimized through control of water depth, harvesting, or herbicides. <br /> c. Dead algae, vegetation, and debris shall not accumulate on the water surface <br /> 8. Any ponds and the land application system shall have sufficient capacity to accommodate <br /> allowable wastewater flow, design seasonal precipitation, and seasonal ancillary inflow and <br /> infiltration during the wet season. Design seasonal precipitation shall be based on total <br /> annual precipitation using a return of 100 years, distributed monthly in accordance with <br /> historical rainfall patterns. <br /> 9. Pond freeboard shall never be less than two feet in any pond as measured vertically from the <br /> water surface to the upper surface of the lowest adjacent dike or levee. <br /> 10. On or about 1 November each year, available pond storage capacity shall at least equal the <br /> volume necessary to comply with Discharge Specifications No. B.9 and B.10. <br /> 11. The Discharger shall operate all systems and equipment to maximize treatment of wastewater <br /> and optimize the quality of the discharge. <br /> 12. The Discharger's wastewater treatment system and land application system shall be designed, <br /> constructed, operated, and maintained to prevent inundation or washout due to floods with a <br /> 100-year return frequency. <br /> C. Effluent Limitations <br /> 1. Wastewater discharged into the 1-million gallon settling pond shall not exceed the following <br /> interim effluent limits. Upon completion of the site-specific background groundwater quality <br /> study described in the Provisions, the Discharger may submit a Report of Waste Discharge <br /> requesting modified effluent limitations. <br />
