WASTE DISCHARGE REQUIREMENTS ORDER NO.R5-2002-0148 -25- <br /> MUSCO FAMILY OLIVE COMPANY AND THE STUDLEY COMPANY <br /> WASTEWATER TREATMENT AND LAND DISPOSAL FACILITY <br /> SAN JOAQUIN COUNTY <br /> E. Solids Disposal: <br /> 1. Sludge and other solids shall be removed from wastewater treatment equipment, sumps, etc. <br /> as needed to ensure optimal plant operation and adequate hydraulic capacity and shall be <br /> disposed of in a manner that is consistent with Title 27, Division 2, Subdivision 1 of the CCR <br /> and approved by the Executive Officer. <br /> 2. Treatment and storage of solids and sludges (including olive pits) shall be conducted in a <br /> manner that precludes infiltration of waste constituents into soils in a mass or concentration <br /> that will violate groundwater limitations. <br /> 3. Any storage of process wastewater solids or sludges (including olive pits) on the Discharger's <br /> property shall be temporary, controlled, and contained in a manner that minimizes leachate <br /> formation and precludes infiltration of waste constituents into soils. <br /> 4. Storage and disposal of domestic wastewater sludge (septage) shall comply with existing <br /> Federal, State, and local laws and regulations, including permitting requirements and <br /> technical standards. Sludge and other solids shall be removed from septic tanks as needed to <br /> ensure optimal operation and adequate hydraulic capacity. A duly authorized carrier shall <br /> haul sludge, septage, and domestic wastewater. <br /> 5. Any proposed change in solids use or disposal practice from a previously approved practice <br /> shall be reported to the Executive Officer at least 90 days in advance of the change. <br /> F. Groundwater Limitations: <br /> The discharge, in combination with other site-derived sources, shall not cause underlying <br /> groundwater to contain waste constituents in concentrations statistically greater than background <br /> water quality. <br /> G. Provisions: <br /> 1. All technical reports required herein that involve planning, investigation, evaluation, or <br /> design, or other work requiring interpretation and proper application of engineering or <br /> geologic sciences, shall be prepared by or under the direction of persons registered to practice <br /> in California pursuant to California Business and Professions Code sections 6735, 7835, and <br /> 7835.1. To demonstrate compliance with sections 415 and 3065 of Title 16, CCR, all <br /> technical reports must contain a statement of the qualifications of the responsible registered <br /> professional(s). As required by these laws, completed technical reports must bear the <br /> signature(s) and seal(s) of the registered professional(s) in a manner such that all work can be <br /> clearly attributed to the professional responsible for the work. <br /> 2. All of the following reports shall be submitted pursuant to Section 13267 of the California <br /> Water Code and shall be prepared by a registered professional as described by Provision G.1. <br />
