WASTE DISCHARGE REQUIREMENTS ORDER NO.R5-2002-0148 -27- <br /> MUSCO FAMILY OLIVE COMPANY AND THE STUDLEY COMPANY <br /> WASTEWATER TREATMENT AND LAND DISPOSAL FACILITY <br /> SAN JOAQUIN COUNTY <br /> characterization of each waste stream. The report shall determine BPTC measures for <br /> each waste stream and discuss the potential for reducing the overall wastewater salinity <br /> by reducing or changing chemical additives, changing housekeeping practices, changing <br /> the process, segregation of high strength waste streams, and separate treatment and/or <br /> disposal of high strength waste streams. The report shall provide a specific schedule <br /> subject to the approval of the Executive Officer for implementation of BPTC measures <br /> needed to assure full compliance with the interim effluent limitations and the <br /> Groundwater Limitations of this Order. <br /> e. By 5 December 2002,the Discharger shall submit an Operation and Maintenance <br /> (O&M) Plan for the wastewater treatment facility land application areas. The 0&M <br /> Plan shall instruct field personnel on how to manage the day-to-day discharge <br /> operations to comply with the terms and conditions of this order and how to make field <br /> adjustments, as necessary, to preclude nuisance conditions (e.g., standing water,runoff <br /> from land application areas, and nuisance odors from ponded wastewater). It shall also <br /> include a nuisance condition troubleshooting flowchart and a description of notification <br /> requirements if bypass occurs. Operating personnel shall keep a copy of the O&M Plan <br /> at the facility for reference. Key operating personnel shall be familiar with its contents. <br /> f. By 1 August 2003, the Discharger shall submit a technical report describing the waste <br /> assimilative capacity of the LTUs (land application areas). The report shall contain the <br /> information described in Findings No. 72 through 74. <br /> g. By 1 March 2003, the Discharger shall submit a Solid Waste Management Plan that <br /> describes the sources, storage, treatment, and disposal of solid waste (including olive <br /> pits) generated by the processing facility. <br /> h. By 1 May 2003, the Discharger shall submit a Groundwater Well and Lysimeter <br /> Installation report. The report shall be consistent with, and include the items listed, in <br /> the second section of Attachment D. The report shall describe the installation and <br /> development of the new monitoring wells and lysimeters, and explain any deviation <br /> from the approved workplan. <br /> i. By 1 June 2003, the Discharger shall submit a report showing that it has constructed <br /> the additional domestic wastewater leachlines and seepage pits as described in the 29 <br /> May 2002 Revised Report, Domestic Wastewater System. <br /> j. By 6 September 2004, the Discharger shall submit a Background Groundwater Quality <br /> and Percolate Quality Report. For each groundwater monitoring parameter/constituent <br /> identified in the MRP, the report shall present a summary of monitoring data, a <br /> calculation of the concentration in background monitoring wells and lysimeters, and a <br /> comparison of background groundwater quality to that in wells and lysimeters used to <br /> monitor all land application areas. Determination of background quality shall be made <br /> using the methods described in Title 27, Section 20415(e)(10), and shall be based on <br /> data from at least four consecutive quarterly(or more frequent) groundwater monitoring <br />
