WASTE DISCHARGE REQUIREMENTS ORDER NO. -21- <br /> MUSCO FAMILY OLIVE COMPANY AND THE STUDLEY COMPANY <br /> WASTEWATER TREATMENT AND LAND DISPOSAL FACILITY <br /> SAN JOAQUIN COUNTY <br /> 4. Discharge of percolate from the LTU of waste classified as hazardous, as defined in Sections <br /> 2521(a) of Title 23, CCR, Section 2510, et seq., (hereafter Chapter 15), or `designated', as <br /> defined in Section 13173 of the California Water Code, is prohibited. <br /> 5. Discharge of domestic wastewater to the process wastewater treatment system or land application <br /> areas is prohibited. <br /> 6. Discharge of process water to areas other than the designated LTUs described in the"Land <br /> Application System" section of the Findings is prohibited. <br /> 7. Land application of wastewater to any LTU not having a fully functional tailwater/runoff control <br /> system is prohibited. <br /> 8. Discharge of wastewater into the storage ponds, or directly from the facility to the land <br /> application areas, is prohibited when either the settling or storage pond has less than two feet of <br /> freeboard. <br /> 9. Application of wastewater to the land application areas during the months of December, January, <br /> and February is prohibited. <br /> 10. Discharge of wastewater to the"irrigation checks" (a total of 8.9 acres) is prohibited unless the <br /> Discharger can prove to the Executive Officer's satisfaction that the application of wastewater to <br /> this land will not result in objectionable offsite odors. <br /> 11. Grazing of animals on the sprayfields is prohibited. <br /> 12. Industrial wastewater shall not be applied above the septic system leach lines or seepage pits. <br /> B. Discharge Specifications: <br /> 1. The monthly average flow of wastewater and stormwater from the facility to the 1-million gallon <br /> settling pond shall not exceed 800,000 gpd. <br /> 2. Neither the treatment nor the discharge shall cause a nuisance or condition of pollution as <br /> defined by the California Water Code, Section 13050. <br /> 3. No waste constituent shall be released or discharged, or placed where it will be released or <br /> discharged, in a concentration or in a mass that causes violation of the Groundwater Limitation. <br /> 4. Nuisance odors originating at this facility shall not be perceivable beyond the limits of the <br /> property owned by the Discharger. <br /> 5. As a means of discerning compliance with Discharge Specification No. B.4, the wastewater from <br /> 1 to 2 feet below the surface of the 1-million and 84-million gallon ponds shall maintain the <br /> following at all times: <br /> a. A dissolved oxygen concentration greater than 2 mg/l; <br />
