terrapha..e
i
e n g i n e e r n g
1
' October 30,2013
Mr.Todd Del Frate, P.G.
Engineering Geologist
' WDR Compliance and Enforcement
Central Valley Regional Water Quality Control Board
11020 Sun Center Drive#200
' Rancho Cordova,California
Sent via:email
1 Subject: Work Plan to Install Compliance Groundwater Monitoring Wells, Musco Family Olive
Company,Tracy,California
' Dear Mr. Del Frate:
' Terraphase Engineering Inc. (Terraphase) has prepared this work plan on behalf of Musco Family Olive
Co. (Musco)to set forth the procedures for installing three (3)compliance groundwater monitoring
wells for the surface impoundments to be built in support of the Musco facility located in Tracy,
' California. As discussed with the Central Valley Regional Water Quality Control Board (RWQCB), Musco
is currently in negotiations to purchase the adjoining property to the east of the current Musco facility
' ("the Site"; Figure 1).This property will accommodate the construction of approximately 8 acres of
surface impoundments. This work plan has been prepared to discuss the procedures to install three
compliance groundwater monitoring wells for the proposed surface impoundments. This Work Plan was
' written in conformance with Central Valley Regional Water Quality Control Board's guidelines titled
"Requirements for Monitoring Well Installation Workplans, and Monitoring Well Installation Reports."
' Background and Objectives
Musco Family Olive Company(Musco) has operated an olive processing facility at 17950 Via Nicolo in
' Tracy,California since 1983 (Figure 1). Fresh olives are received at the Facility during the harvest period
of September through early November each year. During the harvest period, fresh olive processing and
canning occurs. Stored olives are processed the remainder of the year. The facility processes and cans
' olives on a year-round basis and generates process water containing organic and inorganic dissolved
solutes.
' The management of process wastewater at the Facility is regulated under two Waste Discharge
Requirement (WDR) Orders issued by the Regional Water Quality Control Board (RWQCB). WDR Order
No. 115-2005-0024 currently regulates and specifies the required monitoring for two surface
' impoundments (Pond A and Pond B),which receive process water and spent lye solutions.WDR Order
No. 115-2010-0025 regulates Musco's land application system, which involves less concentrated process
water used to irrigate approximately 200 acres of forage crop.
' Terraphase Engineering Inc.
1404 Franklin Street,Suite 600
Oakland,Caldornia 94612
w .terraphase.com
