The Work Plan is submitted in partial fulfillment of Provision
1.b. of the Waste Discharge Requirements Order No. R5-2010-0025 adopted on 16 March 2010
by the Regional Water Quality Control Board, Central Valley Region (RWQCB). The Preliminary
Work Plan is submitted now because San Joaquin County requires written approval from the
RWQCB prior to permitting of soil borings or monitoring wells.
The Preliminary Work Plan discusses the installation of additional soil borings and up to two
additional groundwater monitoring wells in the vicinity of existing Well MW-1. One monitoring
well will be located upgradient, and the second monitoring well will be located within the Musco
site. These monitoring wells will be installed to evaluate potential sources for the elevated
concentrations of nitrate encountered in Musco's Well MWA located in the southern portion of
the Musco site. The resulting data will be used to inform additional proposed evaluations of
nitrogen that will be described in the forthcoming Work Plan. The Work Plan will be submitted to
the RWQCB no later than 30 July 2010.
If desired, we would be pleased to meet with you by conference call or in person to discuss this
Preliminary Work Plan and Musco's plans for evaluating several potential explanations for
elevated concentrations of nitrogen encountered in several of Musco's groundwater monitoring
wells. Musco hopes to start drilling the borings and monitoring wells by 1 June 2010, so we
appreciate your prompt attention to this brief Preliminary Work Plan.
9'-9N'n'pb!l240A1101.00-nuuao4mb9tepals`+Vm9en wrkpin'cnitr.G:c
