' • anedy/Jenks Consultants <br /> ' Section 1: Offsite Land Application Area Soil Descriptions <br /> ' Kennedy/Jenks Consultants (Kennedy/Jenks) has prepared this Reclamation Report on behalf <br /> of Musco Family Olive Company (Musco)for reuse of treated process wastewater from its <br /> processing facility located at 17950 Via Nicolo in Tracy, California. Musco has submitted a <br /> 30 July 2004 Report of Waste Discharge (ROWD) to obtain Waste Discharge Requirements <br /> (WDR) in order to implement measures described in the 23 February 2004 Conceptual <br /> Compliance Plan. The Conceptual Compliance Plan was approved in concept by the Regional <br /> ' Water Quality Control Board, Central Valley Region (RWQCB) on 26 May 2004. <br /> Musco's goal is to cease its current onsite wastewater land application. Musco intends to obtain <br /> ' Waste Discharge Requirements (WDR) and Reclamation Requirements to implement measures <br /> described in Musco's Conceptual Compliance Plan. New WDR are required to implement use of <br /> treated reclaimed water for offsite agricultural irrigation and for continued application of process <br /> ' wastewater on Musco's property in the short-term. As outlined in the Conceptual Compliance <br /> Plan, Musco would phase out onsite wastewater application as offsite reclamation is phased in <br /> over approximately a three to five year period. <br /> ' Musco has operated an olive processing facility (Facility) at the Via Nicolo location property <br /> since 1983 (refer to Figure 1). Musco currently land applies process wastewater on <br /> approximately 200 acres of the 280-acre property located in the southwest quarter of Section <br /> 34,Township 2 South, Range 4 East and in the northeast quarter of Section 4,Township 3 <br /> South, Range 4 East. The Facility and 200-acre land application area constitute the Musco site. <br /> ' Management of process wastewater at the Facility is regulated under separate WDR Orders <br /> issued by the RWQCB.WDR Order No. 96-075, currently under revision, regulates and <br /> specifies required monitoring for the surface impoundments, which receive more concentrated <br /> ' wastewater and spent brine solutions. Order No. R5-2002-0148 and Cleanup and Abatement <br /> Order R5-2002-0149 regulate application of process wastewater to Musco's onsite land <br /> application system. Musco plans to implement treatment of the process wastewater to reduce <br /> organic and inorganic dissolved constituents and initiate reclamation of the treated water on <br /> several offsite properties. <br /> Musco seeks the rescission of all existing RWQCB Orders and the issuance of new WDR and <br /> ' reclamation requirements to implement its Conceptual Compliance Plan.
