WJE"STOJv ai S 0 c V t o n CA f.-. TEL N'0 . 209 415 1F-5 Mar `14 , 90 13 :-0 1> . G.1
process may require several months for the degrAdation to' occur.
These heavy fraction compounds do not readily lend themselves to
aeration and the majority . of dogradmtion will be ,the result of
microbial activities. This process would require monthly sampling
of the soils to monitor the degradation process as Well as biweekly
mulching and turning to 'enhance the degradation/aI6ration process.
Once the TPH concentrations have aPVroached or reached the non-
detectable range, the stockpile soils' may be land, applicated.
The second option available is the offsite disposel` of the soils.
In the San Joaquin County area, a local company offers services for
disposal of soils which contain T-PH concentrations less than 1000
mg/Kg. They provide transportation for the
certification. Soils.. and disposal
Taking into consideration the need to expedite the tank area {
closure and due to the' fact that closure is contingent upon a
resolution of, the s011 stockpile issua, it is recommended that the
stockpiled soils be disposed of off-site.
According to tank removal/excavation contractor, Precision
Industries, the three stockpile comprise a total -.of approximately
150 cu. yds . The transportation and disposal. price for the local
disposal company, Forward, Inc. , is $75 per cu. yd. , amounting to
approximately $11, 250. An additional' estimate of $1500 to °$2000
will be required for loading of- the material.
While aeration' of the soils would. be slightly.. less . expensive
(approximately $8, 000 which includesiuulching, turning, sampling, ;
etc. ) , WESTON feels it would behooveNBorden, Inc.', to dispose of
the stockpiled soils off-site so •that closure of ;;the underground
storage tank -areas is not contingent upon this issue.
I
Should you have any further questions regarding th:i's matter, please
feel free to Gall me at WESTON ' s Stockton., California office.
Sincerely, ,
RAY F.
