Box 2009 ENVIRONMENTAL HEALT£{ Stockton, CA 95201 Dear Mr. Lyons, Please find enclosed a copy of the soil investigation work plan and borehole application permit, with associate permitting fees, for the Laura Scudder' s Plant located at 100 W. Valpico Road in Tracy, California. This work plan, which details the scope of work for the site investigation, was prepared to address specific concerns raised by your agency in regards to the on-site tank closures. As you are aware of, the sale of this site is pending upon the completion of these investigative activities. Escrow for the site is to close at 5: 00 p.m. on February 5, 1990. Therefore, an accelerated time table has been established. The schedule is such that we are to be on-site and installing the borehole at 8: 00 a.m. on January 24 , 1990, with the report of the site investigation results being furnished to you no later than 5: 00 p.m. on January 31, 1990. Therefore, on behalf of Borden, Inc. and its subsidiary Laura Scudders, Inc. , WESTON is requesting that you take whatever actions are necessary to approve the enclosed work plan and borehole permit no later than 4: 00 p.m. , January 23, 1990 so that we may drill as scheduled. This request also includes authorization for reimburse- ment of any or all overtime required by your department's personnel for the approval process. The enclosed permit application contains signature authorization from our drilling subcontractor, Spectrum Exploration, Inc. I have been advised by Spectrum that all other required contractor information (i.e. insurance certificates and contractor question- naires) is on file with your department.
