Albert E. and Carl Navarra,
General Partners
Navarra Properties
475 West Valpico Road
Tracy, CA 95376
LAURA SCUDD€R PROPERTY, 100 WEST VALPICO ROAD, TRACY, SAN JOAQ01N COUNTY
On 5 April 1991, we advised you by letter of our concerns regarding closure at
this site. After discussing the concerns with your agent, Mr. Richard
Paulson, he delivered 3 reports which we had not previously received and
responses to our 5 April 1991 comments. The additional information has
cleared up some problems, but some items remain unresolved.
We have reviewed the following reports and your letter requesting closure
dated 16 January 1991:
Determinatfon of Organic/Inorganic Compounds in Water, 24 August 19a9,
Tank Area Closure Report, 7 November 1989,
Groundwater Investfgation Report, 5 June 1994,
Soil Remediation Proposal, 31 January 1990
Laura Scudder had three underground tanks at the site which were removed
between 1987 to 1989. One monitoring well was 'installed in the Tank No. 2 pit
area to determine if groundwater was impacted. The first sample was taken in
April 1990 and showed low levels of toluene and xylene. The well was again
sampled in May 1990 and the results were all below detection limits for TPHg,
TPHd and BTEX.
Some of the problems seem to stem from the lack of organization of the
reports. in your 14 May 1991 response letter it is noted that the data was
scattered throughout the reports. Because of this we are unable to determine
whether the following taslishave been completed:
1. A well survey within 2000 feet of the site,
2. Groundwater gradient determination,
3. Confirmation soil samples in the delivery line trenches 'to confirm that
the contaminated soil had been removed, and
4. Although your soil lithologic logs show the site is underlain with sand
and gravel 50 feet down to ground water, no ground water samples were
taken below the gasoline tank to confirm that the ground water has not
beer) impacted.
'C
.
