424 Van Buren
Stockton, CA 95203
Workplan Approval,Page 2
5. In a telephone conversation with Treadwell &Rollo on April 13, 2004, EHD agreed
that the de-watered groundwater could be disposed into City of Stockton sanitary
system if the contamination concentration does not exceed the acceptable levels of
the city's sanitary system. Submit to EHD a copy of the permit for groundwater
discharge from City of Stockton Department of Municipal Utilities before disposal
of the de-watered groundwater.
6. If the contamination concentration of the de-wateted groundwater exceeds levels
acceptable to City of Stockton sanitary system, contingency to reduce the
contamination to levels acceptable for disposal using methods such as granulated
active charcoal (GAC) should be provided.
7. Implement the proposed work within 45 days of this letter.
REASONS FOR DISAPPROVAL OF THE WORKPLAN (H&S 25299.37,
subd.(C)(3).):
1. The proposed placement of oxygen releasing compound (ORC) is not approved.
The effectiveness of ORC as a remediation alternative for impacted soil and
groundwater caused by underground storage tank release has not been demonstrated
in the San Joaquin County. EHD does not consider the placement of ORC to be an
adequate and necessary element of the work plan.
DATED April 14, 2004 BY l
C: Treadwell&Rollo— David Dixon, RG
C: RWQCB, Central Valley Region—James L. L. Barton, RG
C: Department of Toxic Substance Control—Jerry Lile
