Treadwell &Rollo has been retained by the City of Stockton to <br /> coordinate the environmental issues at this site and three other sites within the North Shore <br /> Banner Island project currently being supervised by the San Joaquin County Environmental <br /> Health Department (SJCEHD) in the underground storage tank program. The other three sites <br /> are: <br /> 1. 420 North Madison Street(Carando) <br /> 2. 423 North Madison Street(Chase East) <br /> 3. 404 West Fremont Street(Crystal Creamery) <br /> Treadwell &Rollo and City of Stockton representatives met with you and Margaret Lagorio on 5 <br /> December 2003 and discussed the planned Banner Island Northshore redevelopment and how it <br /> will impact these four sites. <br /> BACKGROUND AND CURRENT SITE CONDITIONS <br /> This site was originally developed in the early 1900s and re-developed sometime after the mid <br /> 1960s for use as an auto dealership. Currently the site has several buildings that are vacant. <br /> Areas between buildings are mostly unpaved,but there are areas of pavement or are covered with <br /> concrete slabs (Figure 1). The Site is enrolled in the Underground Storage Tank cleanup fund. <br /> A 1,000 gallon UST that reportedly stored gasoline and diesel,identified as Tank No. 7, was <br /> removed in 1986 and petroleum hydrocarbon contamination was documented during the <br /> removal. A free product skimmer was used at MW-3, located adjacent to the former UST <br /> location from prior to 1994 until 1996. A soil vapor extraction system, including 23 air sparging <br /> wells, began operation in November 1999 and operated until February 2001.
