At present no on-site data exist with regard to the
lateral dimensions of the groundwater impact. Observations conducted by Mr. Jeffrey B.
Semess indicate that no viable means of access may be had to areas within the next city
block (bounded by Van Buren, Fremont, Monroe and Oak Streets [See Figures 1 and 7])
north of the Van Buren Street Property.
At this time, no data exist relative to width of the onsite portion of the groundwater
plume. Part of the work specified above is intended to provide more data relative to
cross-gradient width of the on-site portion of the plume. Assessment of the off-site
portion of the plume is limited by availability of accessible sampling locations. The
sampling locations detailed on Figure 7 are intended to provide both width and lateral
length information from "grab" groundwater samples to be collected via CPT
penetrations conducted in the public right-of-way in Fremont, Oak and Monroe Streets.
As these penetrations must be conducted in the public right-of-way, the bidder will be
responsible for contacting Underground Services Alert for utilities identification and
marking, obtaining encroachment permit(s) from the City of Stockton, traffic control
planning and permitting, ppetration permits from San Joaquin County, and conducting
all associated tasks with accomplishing these sampling penetrations (concrete coring and
repair, grouting of penetrations, cleaning of pavement etc.).
