The following is an itemized list of hazardous waste violations that have not been addressed for CALIFORNIA CONCENTRATE CO as of May28, 2020. Open violations from February 25, 2020 inspection Violation #101 - Managed a hazardous waste without an identification number, OBSERVATION This business does not have an active hazardous waste ID number in the California Department of Toxic Substances Control (DTSC) database. REGULATION GUIDANCE: A hazardous waste generator shall not treat, store, dispose of, transport or offer for transportation, hazardous waste without having received an Environmental Protection Agency (EPA) Identification (ID) Number. A State EPA ID number is required for generators of less than 100 kg RCRA hazardous waste per month, less than 1 kg of acutely hazardous waste per month or any amount of non-RCRA hazardous waste. ID numbers are unique to a business and site location. CORRECTIVE ACTION: Go to the DTSC web site at https://dtsc.ca.gov/apply-for-hazardous-waste-epa-id-number/ to reactivate your ID number. Immediately reactivate your ID number and submit evidence to the San Joaquin County Environmental Health Department within 30 days. OBSERVATION The business operator could not provide hazardous waste disposal records for the past three years including used refrigerant oil from the servicing of the compressor performed by Sylvester's Construction Mechanical Engineering Co., used oil, and used hydraulic oil. REGULATION GUIDANCE: A hazardous waste generator shall keep a copy of each manifest signed in accordance with section 66262.23(a) for three years or until the generator receives a signed copy from the designated facility which received the waste. This signed copy shall be retained as a record for at least three years from the date the waste was accepted by the initial transporter. CORRECTIVE ACTION: Provide a copy of disposal records for the past three years February 25, 2017 - February 25, 2020 for all hazardous waste including used refrigerant oil, used oil, and used hydraulic oil.
