Lisa Mendoza - 2 - 23 August 2007 <br /> 4. The wastewater pond Electrical Conductivity (EC) exceeded Discharge Specification <br /> B.10 for every month reviewed. (The EC limit applies to wastewater discharged to the <br /> pond, and some evapoconcentration will occur in the pond. However, the high <br /> concentration measured in the wastewater ponds persisted though months when <br /> precipitation greatly exceeds evaporation). <br /> 5. The wastewater discharge appears to have violated Groundwater Limitation D.1. <br /> Staffs review of groundwater data presented in the monitoring reports indicates that <br /> wastewater constituents were elevated at Well MW-3 (located downgradient of the <br /> wastewater ponds), as summarized in the attached charts of TDS, EC, chloride, and <br /> sodium concentrations. <br /> In a 17 August 2007 telephone conversation, you informed staff that some of the missing <br /> monitoring data were available, but were not reported in the monitoring reports. By <br /> 21 November 2007, Owens-Brockway Glass Container, Inc. shall submit a Notice of Violation <br /> Response Report that provides: <br /> a. All monitoring data that were not submitted in the monthly or quarterly monitoring <br /> reports. <br /> b. A plan to ensure that future reports are submitted on time and contain all required <br /> information. <br /> C. A specific plan to ensure future compliance with the 1,800 umhos/cm EC limit contained <br /> in Discharge Specification B.10. <br /> i. A schedule for implementation for wastewater system improvements. <br /> d. An evaluation of groundwater data that has been collected, a determination of the <br /> source of waste constituents in groundwater, and methods to protect groundwater <br /> quality. <br /> i. A schedule for implementation of methods to protect groundwater quality. <br /> Please note that all monitoring reports must include the certification statement described in <br /> Section B.3 of the Standard Provisions, which is attached to your WDRs.
