The report evaluates the existing groundwater monitoring network <br /> and recommends installation of one additional well. The report also presents a procedure to evaluate the <br /> groundwater data collected at the site. I have the following comments about the report: <br /> Evaluation of Monitoring Network <br /> Golder Associates' evaluation of the groundwater monitoring network is incomplete. The report does <br /> not evaluate the groundwater flow direction except to infer that it is consistent with the topographic <br /> surface. Three wells exist at the site from which measurements were collected; Well MW-2 continues to <br /> contain groundwater at significantly higher elevations than the other two site monitoring wells. From <br /> the available data it appears Well MW-2 is leaking water through excess borehole. My conclusion is <br /> based on the following: <br /> - MW-2 was drilled to a greater depth than the other site wells and extended through the 70-170 ft: <br /> below ground surface (bgs) aquitard that exists beneath the site. <br /> - A review of the 13 September 1995 Groundwater Monitoring Well Completion Report prepared by <br /> Nolte and Associates for Owens-Brockway does not provide adequate information to determine the <br /> grouting method for the excess borehole in Boring 1 (Well MW-2). <br /> - Well MW-2 has historically possessed a significantly higher groundwater elevation than the other <br /> site monitoring wells. Using the groundwater elevation data from Well MW-2 to calculate the <br /> groundwater flow direction results in a flow direction not consistent with the surface topography. <br /> - Golder Associates' conclusion that site water quality can be separated into three distinct groups, one <br /> of which being the water supply well and upgradient well MW-2, is consistent with the conclusion <br /> that lower aquifer groundwater is leaking through the excess borehole. <br /> Because it is not possible to distinguish which aquifer the well is monitoring, additional investigation is <br /> required. Owens-Brockway can select how it wishes to further investigate the condition of Well MW-2. <br /> Possible alternatives are comparison of the water elevation with wells screened in the deeper aquifer or <br /> California Environmental Protection Agency <br /> nRecycled Paper <br />
