4
a. Submit copies of consolidated manifest receipts from the following dates for the disposal of the
following hazardous wastes:
i. 7/3/2018 for 185 gallons of used oil
3. Violation 608:
a. Attached are the only disposal/recycling oil filter records I observed at the time of inspection. Since
these documents are consolidated manifest receipts, and not uniform hazardous waste manifests, it
appears that the drained metal oil filters are being recycled, not disposed of as hazardous waste. If the
drained metal oil filters are in fact being recycled, your drum storing the drained metal oil filters should
not be labeled as hazardous waste, and should be labeled with the following words: “drained used oil
filters” and the accumulation start date. I need you to confirm and specify, in a written statement, how
your business will label and manage (recycle or dispose of hazardous waste) the drained used metal oil
filters moving forward. Remember: used paper oil filters and plastic transmission filters should be
labeled and disposed of as hazardous waste.
b. Submit bill of lading recycling records (or uniform hazardous waste manifests) for drained metal oil
filters for 2017 through present.

Please let me know if you have any questions/concerns.

Thank you,

Elianna Florido, REHS
San Joaquin County Environmental Health Department
Registered Environmental Health Specialist
1868 East Hazelton Ave
Stockton, CA 95205
P: (209) 468-0343 | F: (209) 468-3433 | E: eflorido@sjgov.org

Please note that my email has changed to eflorido@sjgov.org

From: Mashin mohammad <mashin83@hotmail.com>
Sent: Tuesday, March 31, 2020 3:24 PM
To: Florido, Elianna <eflorido@sjgov.org>
Subject: Re: Affordable Auto Repair & Smog - 2020 Hazardous Waste Inspection

Good afternoon,

this is what we have received so far
From: Florido, Elianna <eflorido@sjgov.org>
Sent: Friday, March 27, 2020 6:48 PM
To: Mashin mohammad <mashin83@hotmail.com>
Subject: RE: Affordable Auto Repair & Smog - 2020 Hazardous Waste Inspection

Hi Mashin and Seyhan,
