Item No. 2
PC: 9-17-92
UP-92-20
Page 1
RECOMMENDATION
1. Approve the Negative Declaration; and
2. Approve Use Permit No. UP-92-20 with the Findings and Conditions of Approval given In the
staff report.
FINDINGS
1. The establishment, maintenance, and operation of the use does not conflict with the General Plan.
• Staff can make this finding because the proposed trucking terminal Is consistent with
the Agriculture General Plan designation for the site. Section 9-4005.4(k) of the
Planning Title ensures that the project will be consistent with the Policies of the
Agriculture General Plan designation.
2. Adequate utilities, access roads, sanitation, drainage, and other necessary facilities have been
provided, and the proposed improvements are properly related to the existing and proposed
streets and highways.
• Staff can make this finding because the site has access by frontage on Peltier Road,
and provisions for septic systems, an on-site well, and on-site drainage must meet
County standards.
3. The property involved is of adequate size and shape to accommodate the proposed use and all
yards, building coverage, setbacks, parking areas, and other requirements of this Title.
• Staff can make this finding because the site plan, along with the recommended
Conditions of Approval, will ensure that all code requirements and other standards
will be met.
4. Issuance of the permit will not be significantly detrimental to the public health, safety, or welfare
or be injurious to the property or improvements of adjacent properties.
• Staff can make this finding because the Initial Study prepared for this Item found no
potentially significant environmental Impacts.
PROJECT DESCRIPTION
The applicant is proposing a trucking terminal for 30 trucks on a five-acre site. Originally, the application
was for 20 trucks; however, the applicant would like the flexibility to expand to 30 trucks. The proposal
includes a 1,420-square-foot office, a 4,800-square-foot repair shop, a truck scale, a grape test station,
truck washing facilities, and an outdoor material storage area. Hours of operation are from 5:00 am. to
5:00 p.m., Sunday through Saturday. The applicant expects 20 employees on the busiest shift.
