OBSERVATION:An accurate UST Monitoring Site Plan was not submitted.The monitoring site plan does not appear to have any of the letters in the legend marked on the map itself. REGULATION GUIDANCE:A site plan must be submitted identifying the locations where monitoring will be performed. The site plan must show the general layout of tanks and piping and clearly identify locations of the following equipment, if installed: 1)monitoring system control panels; 2) in-tank liquid level probes (if used for leak detection); 3)devices monitoring tank annular spaces or vault;4)devices monitoring product piping; 5)devices monitoring fill piping; 6)devices monitoring vent piping; 7)devices monitoring vapor recovery piping; 8)devices monitoring vent/transition sumps; 9)devices monitoring under-dispenser containment; 10)line leak detectors; and 11)devices monitoring any other secondary containment areas. CORRECTIVE ACTION: Immediately log into the California Environmental Reporting System (CERS)at http://cers.calepa.ca.gov/and upload a copy of the UST Monitoring Site Plan. This is a repeat violation, Class II. 201 CCR 2712(b)(1-2)Failure to maintain monitoring, maintenance, and follow up action records. OBSERVATION: Maintenance and monitoring records for the last three years were not found on site. -According to the replacement notifications sent to EHD on 3/9/2020,the VMI 99LD 2000 leak detector was replaced on 3/6/2020 on the 89 tankk;work orders or testing documentation indicating these replacements were not found on site at the time of the inspection. REGULATION GUIDANCE: These records shall be maintained on site for at least three years. Monitoring records include: (1)date and time of all monitoring or sampling; (2)monitoring equipment calibration and maintenance records; (3)results of any visual observations; (4)results of sample analysis performed a lab or in the field; (5)logs of all readings of gauges or other monitoring equipment, ground water elevations, or other test results; (6)results of inventory readings and reconciliations. CORRECTIVE ACTION: Immediately locate and maintain all missing maintenance and monitoring records for the last three years on site and submit copies to the EHD. This is a minor violation.
