•NO. CONDITIONS <br /> --- -------------------------------------------------------------------------------- <br /> 1 All transportation, processing and handling of soil shall be performed in such a <br /> manner and with adequate moisture to prevent emission of fugitive particulate <br /> matter. <br /> 2 Decontamination facilities shall be limited to processing gasoline or diesel <br /> contaminated soils only. Soil containing other toxic or hazardous material shall <br /> not be aerated or treated at this facility. <br /> 3 Soil content analysis results showing concentration of all organic compounds for <br /> each batch of soil shall be submitted to the District prior to start of <br /> decontamination activities for that batch. The analysis shall distinguish the <br /> volatile, semi volatile and non volatile compound concentrations. <br /> 4 Hydrocarbon level in the soil shall be monitored twice a week during summer and <br /> weekly in winter for the entire treatment cycle; and the results shall be <br /> submitted to the District within seven days. <br /> 5 A daily log indicating the origin of the soil, contamination (quality and <br /> quantity) , volume treated, cycle time, hydrocarbon level during treatment cycle <br /> and soil end use shall be kept on the premises and shall be made available for <br /> District inspection upon request. <br /> 6 All contaminated soil shall be processed using bioremediation techniques to <br /> assure a minimum reduction of 90% by weight of all hydrocarbon emissions into <br /> the atmosphere. A control efficiency of less than 90% may be allowed if the <br /> permittee demonstrates to the satisfaction of the A.P.C.O. that all measures to <br /> reduce emissions to the Lowest Achievable Emission Rate have been implemented <br /> and the emissions are at a level which do not pose a significant health risk. <br /> 7 Source testing shall be conducted to demonstrate the system control efficiency <br /> within 120 days of initial startup. A pretest plan outlining the methods and <br /> procedures for such test shall be submitted for District approval within 30 days <br /> of initial startup. <br /> 8 The permittee shall minimize the Hydrocarbon losses due to volatalization of <br /> organic material into the atmosphere by covering all contaminated soils by a <br /> plastic sheeting at all times except during periods of soil mixing or nutrient <br /> addition. Under no circumstances shall the soil be left uncovered for more than <br /> one hour during any one day. <br /> 9 The applicant shall perform on site ambient air sampling if requested to do so <br /> by the A.P.C.O. The sampling shall be conducted within 60 days of receiving <br /> written notice from the A.P.C.O. to do so. <br /> 10 The concrete slab's curbing shall be sealed to prevent spillage of soil or <br /> water. <br /> 11 No air contaminant shall be released into the atmosphere which causes a public <br /> nuisance. <br />
