We have reviewed
the proposed conditions in your 14 March letter and have no objections or
additions. Through our discussions with the Department of Health Services (DHS),
it is our understanding that the DHS Alternative Technology Section intends to
issue a Research and Development Permit for interim operation, and the DHS
Regional Office will require a Hazardous Facility Permit for continued operation.
DHS staff has confirmed that the Regional Board will have the opportunity to
review both permits before issuance. At that time our office intends to propose,
if necessary, any additional requirements that may be needed to protect water
quality. If DHS does not issue permits, the Regional Board may issue Waste
Discharge Requirements.
If you have any questions regarding the above, please contact Gary Reents at (916)
361-5742.
ANTONIA K.
