We received a letter from Public Works expressing some <br /> concerns . Based upon the concerns raised by Public Works and the <br /> concerns of the Local Health District, we recommend the following <br /> minimum conditions be implemented if they are not addressed by the <br /> State. <br /> 1. Contaminated soily subject to treatment shall be analyzed, <br /> reviewed and approved by the San Joaquin Local Health District <br /> prior to and after treatment. Contaminated soils shall be <br /> restricted to soils impacted with: <br /> a. Unleaded gas <br /> b. Diesel <br /> C. Unused motor oil <br /> i <br /> The above restriction shall be enforced until such time as the <br /> State Department of health Services, Toxic Substance Control <br /> Division issues a permit expanding the type of contaminated <br /> soil that can be treated at the facility. ( See attached State <br /> letter ) . <br /> 2 . Submit a ground water monitoring program proposal to the San <br /> Joaquin Local Health District for review, permitting and approval . <br /> 3 . Closure plans shall be submitted to the San Joaquin Local Health <br /> District for approval a minimum of 180 days prior to closure. <br /> 4 . No contaminated soils shall be received at the site until all <br /> required State and local permits are obtained and the Use Permit <br /> conditions are met. <br /> 5 . The operation shall not create a public nuisance. <br /> 6 . Application must be made to the San Joaquin County Air Pollution <br /> Control District for the necessary air pollution permits . <br /> The San Joaquin Local Health District requests that these minimum <br /> recommendations be implemented only if the State permits fail to <br /> address the above issues . <br />
