In the three months which have <br /> elapsed so far, staff has completed the Initial Study, issued a <br /> detailed Notice of Preparation (NOP) , held an official "Scoping" <br /> meeting with the help of the State Office of Permit Assistance, <br /> held another meeting with all of the affected property owners <br /> within the project boundaries, and released the Request for <br /> Proposal (RFP) to the Environmental Impact Report (EIR) <br /> consultants. Staff is currently reviewing the best proposals for <br /> preparation of the New Town EIR and hope to have the contract <br /> approved by the Board of Supervisors in the next few weeks. <br /> A preliminary calendar is attached for your information; however, <br /> these dates will certainly change as the project progresses. <br /> No specific or detailed review has been completed that would enable <br /> staff to make any recommendations on the merits of the project, and <br /> the first official review the Planning Commission will be asked to <br /> perform will be the critique of the Draft EIR in the spring of <br /> 1991. However, because the impact of this project is significant <br /> both from policy and environmental perspectives, staff wants to <br /> involve the Commission at an early stage. Any preliminary comments <br /> or insights will be helpful during' the initial review stage. <br /> This project is running a parallel course with the General Plan <br /> Update. Until recently, it was presumed that this project, if <br /> approved, would constitute a significant amendment to the new plan. <br /> This scenario may be altered significantly if the Commission <br />
