r IMPLEMENTATION PROGRAM SPECIFIC TO NEW TOWNS ATTACHMENT 1 <br /> 1. Prior to any rezoning or approval of plans for development in <br /> a new town, a Specific Plan, as defined by California Government <br /> Code Section 65450 et seq. , shall be approved by the County. <br /> 2 . All rezonings and development proposals for a new town shall <br /> be consistent with the Specific Plan for that town. <br /> 3 . A Specific Plan for a new town shall include the entire planned <br /> urban center and shall include, but not necessarily be limited to, <br /> the following in the text and/or on the map: <br /> a. planned land use and densities <br /> b. criteria for any proposed mixed land uses <br /> C . a circulation plan including on and off-site roadways <br /> arterials , major and minor collectors ) , bikeways , transit <br /> provisions , pedestrian facilities ; dimensions of public <br /> rights-of-way and building setbacks from rights-of-way; and <br /> transportation system management measures . <br /> d. housing allocation plan, including a sufficient number of <br /> units to serve those low and moderate income families and <br /> individuals expected to reside in the community. <br /> e. utility provisions , with economic feasibility analysis <br /> 1) water, sewer, and drainage trunk lines <br /> 2) water treatment plant and water wells <br /> 3) sewage plant and disposal area <br /> 4) drainage provisions for handling anticipa_ st�m <br /> flows � <br /> f. environmental protection measures <br /> 1) grading plan, with erosion control meaN ro�� <br /> 2) landscaping plan <br /> 3) wildlife and habitat protection <br /> 4) conservation of any rare or endangered species <br /> 5) conservation of significant trees <br /> 6) provision for dealing with any archaeological sites . <br /> 7) identification of hazardous areas , e.g. , earthquake <br /> faults , landslide areas, unstable soils, 100 year floodway <br /> and flood fringe <br /> 8) management plan for open space areas <br /> 41 Amended 12/18/84 <br />
