ATTACHMENT 2 <br /> San Joaquin County Planning Division <br /> Minimum Time Schedule to Process <br /> the Mountain House New Town (GP-89-11 ) <br /> 1 . Williamson Act Contract Cancellations and General Plan <br /> Amendment : <br /> a. 30 days to determine complete . <br /> * b. 30 days. to complete Initial Study. <br /> * c . 234 - 3 months for NOP, RFP, and initiation of Draft EIR. <br /> * d. 6 to 9 months to prepare a public review Draft EIR (EIR <br /> will include a mitigation monitoring program) . <br /> * e . 45-day comment period. <br /> * f . 45 days to respond to comments and release Draft Final EIR. <br /> g. 30+ days to public hearing before the Planning Commission <br /> to consider applications. The Commission will make formal <br /> recommendations on the General Plan Amendment and EIR ade- <br /> quacy only. <br /> h. 30+ days to public hearing before the Board of Supervisors <br /> to take action on EIR, General Plan Amendment , and <br /> Williamson Act Contract Cancellations . <br /> Total Time to Process : One Year & Four Months to Two Years <br /> 2 . Specific Plan for a New Town: <br /> a. 30 days to both determine complete and prepare Initial <br /> Study (can build off of Stage 1 of the EIR) . <br /> * b . - f . Time frames would be similar if Specific Plan was <br /> submitted to the County in a format which was <br /> detailed enough to complete a Specific Plan EIR in a <br /> timely manner . <br /> g. 30+ days to bring Specific Plan and EIR to the Planning <br /> Commission for recommendation and to certify EIR. <br /> Anticipate longer amount of time to incorporate mitiga- <br /> tions and set up a mitigation monitoring program for the <br /> Specific Plan. This may take several months or longer . <br /> h. 30+ days to public hearing before the Board of Supervisors <br /> for EIR certification and action on the Specific Plan. <br /> * Stages of process in which Alameda County Planning Department <br /> would be participating in the EIR preparation. <br /> Time Schedule - 1 - (GP-89-11 ) <br />
