In addition, the text of the draft <br /> document has been amended as a result of the public review process. <br /> Final EIR' s were distributed to the Planning Commisssion, <br /> interested persons, organizations, and local agencies on March 25, <br /> 1992 . <br /> DETERMINATION OF ADEQUACY: <br /> The only determination to be made by the Commission in order to <br /> certify the EIR is whether or not it is adequate as described in <br /> Section 15151 of CEQA. This section states in part that "an EIR <br /> should be prepared with a sufficient degree of analysis to provide <br /> decision makers with information which enables them to make a <br /> decision which intelligently takes account of environmental <br /> consequences. An evaluation of the environmental effects of a <br /> proposed project need not be exhaustive, but the sufficiency of an <br /> EIR is to be reviewed in the light of what is reasonably feasible. " <br />
