NEW TOWN POUCIES <br /> (Excerpted from Policies for Development, Land Use/Circulation Element) <br /> 1. The County shall recognize in designating a new town site that it is intended to minimize impacts or. <br /> agriculture, particularly by limiting growth onto additional prime agricultural lands of the valley floor. <br /> 2. The development of new towns shall minimize resulting adverse impacts on surrounding urban centers. <br /> 3. In new towns, the precise locations of the various uses on the Land Use/Circulation Element Map shall <br /> be determined by speck plans, which are to be consistent with the written policies of the General Plan. <br /> 4. The following utility policies shall apply to new towns: <br /> a. All development shall be served by a community water system. <br /> b. All development, with the exception of any Estate Residential development, shall be served by a <br /> community sanitary sewer system. <br /> C. tf terminal drainage cannot be provided, drainage shall be provided by other methods approved <br /> by the County. <br /> 5. The design of the development in new towns should encourage neighborhood identification. <br /> 6. An appropriate variety and choice of housing for all socio-economic segments of the community shall be <br /> provided. <br /> 7. The circulation system of a new town shall provide for opportunities for automobiles, pedestrians, bicycles <br /> and public transit. <br /> 8. The following site development policies shall apply to new towns: <br /> a. All development and construction activity should minimize erosion by methods such as limiting <br /> any necessary grading on unstable slopes to the dry months and assuring planted slopes during <br /> the rainy season. <br /> b. Structures shall be set back at least 50 feet from any identified fault, as determined by a <br /> registered geologist <br /> C. Ridgelines and major hill tops are to remain undeveloped in order to preserve the natural contours <br /> of the site. <br /> 9. The phasing of development in new towns shall conform to the following policies: <br /> a. The County shall ensure that public facilities and services required by the General Plan <br /> Amendment and any Specific Plans shall be available concurrent with need by requiring the <br /> developers to present evidence, including security if necessary, that the required facilities and <br /> services will be provided. <br /> b. All public facilities, including but not limited to utilities, schools, roads, parks, fire and police <br /> stations, shall be constructed, dedicated to the appropriate agency, and made operational as <br /> specified in the phasing program of a town-wide Specific Plan. <br /> C. Each phase of development shall be compact in order to minimize the costs of public <br /> improvements. <br /> d. The phasing of the development generally should provide revenues in excess of service costs to <br /> the County, other impacted public agencies, and residents of the community. <br />
