Item No. 2 <br /> PC: 4-9-92 <br /> GP-89-11 <br /> Page 10 <br /> Some of the mitigations identified in the EIR to reduce these impacts include: <br /> • Transportation System Management programs and ordinances. The County and the developer <br /> should adopt programs that will reduce peak-hour work trips through site-specific ridesharing, <br /> transit programs, staggered or flexible work-hour programs, and other TDM strategies <br /> (implemented at the Subsequent Plan stage). <br /> • Project Study Reports (PSR's) and regional freeway improvements. The proponent will be <br /> required to fund and coordinate the preparation of a series of Project Study Reports for Caltrans <br /> that will identify the specific improvements needed for the 1-580 freeway over the Altamont Pass <br /> and the 1-205 freeway, as well as the 1-205/Patterson Pass and 1-580/Grant Line Road <br /> interchanges and any other impacted interchanges. The proponent will be required to fund a fair- <br /> share contribution to construct these facilities prior to when the impacts are expected to occur <br /> (SP stage). <br /> • Improvements on local roads. The proponent will be required to contribute full funding or a <br /> proportionate share toward the cost of improvements on local roads that are impacted by the <br /> Mountain House project. The DEIR also recommends that the County consider developing a <br /> program of traffic impact fees in order to provide cities with funding for improvements to <br /> accommodate traffic from new town developments (SP stage). <br /> These are very generalized highlights of the recommended mitigation measures from the transportation <br /> section of the FEIR. Specific measures are detailed in Attachment A. <br /> SERVICES AND FACILITIES <br /> EXISTING SYSTEMS: <br /> Currently, there are few services available to the site. Agricultural water is supplied by Byron Bethany <br /> Irrigation District (BBID), Westside Irrigation District, riparian rights, and several on-site wells. Sewage <br /> disposal is by septic tank. Storm drainage is via Mountain House Creek and Dry Creek into Old River, <br /> as well as a 2000-foot band near Old River which is subject to flooding during a 100-year flood event. <br /> Existing public services include school service provided by Lammersville Elementary School District and <br /> the Tracy Joint Union High School District. Police protection is provided by the San Joaquin County <br /> Sheriff's Department, which operates its patrol division out of French Camp. The site is located within the <br /> Tracy Rural County Fire Protection District,which currently operates four fire fighting stations, with Station <br /> 3 as the primary response station. Library service is provided by the Tracy branch of the Stockton-San <br /> Joaquin County library system. <br /> PROPOSED PUBLIC FACILITIES: <br /> Community Services District: Each of the public utilities and some of the public services discussed <br /> below would be financed by a Community Services District (CSD). The CSD would be formed to finance <br /> certain services for which the County would typically be responsible but which would require a higher than <br /> normal standard of delivery, given the urban character of Mountain House. <br />
