He stated that he did not believe their products require inclusion of oil. No hazardous waste determination <br /> has been made for the oily absorbent prior to placement in the trailer. <br /> -Metal fines generated from grinding, sanding, cutting, and drilling are being recycled as scrap metal without first <br /> determining particle size or hazardous properties. <br /> -Brown liquid was observed on the floor around a compressor in the air compressor room and in a bag hanging off the <br /> air compressor. <br /> -Fifteen 5 gallon metal buckets were observed in a parts storage area with various contents, including "petroleum <br /> distillates", adhesives, and"combustible"labeling. One of the buckets was open and the contents were completely <br /> dried out. <br /> -A 30 gallon red steel drum labeled"used absorbent"was observed containing waste rags contaminated with <br /> unknown. <br /> No hazardous waste determination has been made for these items. Any person who generates a waste shall <br /> determine if the waste is a hazardous waste. Immediately stop disposal of oily absorbent to the wood waste trailer, <br /> stop recycling metal fines, make a hazardous waste determination for these wastes, and manage them according to <br /> Title 22 hazardous waste regulations. Metal particles 100 microns or smaller must be handled as hazardous waste if <br /> the metal is determined to be a hazardous waste. Submit a statement and supporting documentation explaining how <br /> this waste was managed. <br /> This is a minor violation. <br /> 106 CCR 66262.34(d)(2) Failed to train employees on waste handling and emergency procedures. <br /> At the time of inspection, it could not be demonstrated (not necessarily documented)that employees who handle <br /> hazardous waste were properly trained. Mr. Watkin stated that the maintenance supervisors receive formal hazardous <br /> waste training, but he wasn't sure if that information is being provided via training to the maintenance workers. The <br /> generator must ensure that all employees who handle hazardous waste are thoroughly familiar with proper waste <br /> handling and emergency procedures.
