The metals were removed from the trash by Mr. Van <br /> Teslaar for disposal in the metal bins throughout the shop. <br /> -Metal fines observed on the floor of the machine shop. <br /> -55 gallon steel drum of unknown liquid, labeled "empty" in the yard south of the Blasting Department. <br /> -Yellow liquid was observed pooled on a piece of cardboard on the floor of the Urethane Department. According to <br /> Mr. Van Teslaar, this is probably a urethane waste, and is being left until it dries and can be thrown away because it <br /> is difficult to clean up while wet. <br /> -A pile of metal, including metal fines, was observed on the ground in the Roll Department. According to Mr. Van <br /> Teslaar, the metals will be placed "in the trash." <br /> -A large pile of cans of cured urethane were observed in the yard south of the Blasting Department. According to <br /> Mr. Van Teslaar, the urethane is not hazardous once it has cured. He stated that there is sometimes a small amount <br /> of urethane remaining in the buckets when it is placed in the pile to"cure" so it can be thrown away. <br /> -Metal grindings were observed on the ground around a band saw just east of the Blasting Department. <br /> -Grit blast was observed on the floor throughout the Blasting Department. The metal fines were observed spreading <br /> under the walls of the building to the outside and were observed on the ground outside on both the north and west <br /> sides of the building. <br /> -Sand blast waste was observed on the ground outside the southwest corner of the Blasting Department. According <br /> to Mr. Van Teslaar, this waste was sampled and determined to be non-hazardous in 2012, but has not been tested <br /> since, despite using it on additional metals. <br /> -Bead blast waste was observed on the ground around the bead blasters west of the Blasting Department. <br /> Any person who generates a waste shall determine if the waste is a hazardous waste. Immediately stop disposal of <br /> these wastes as non-hazardous, prevent these wastes from being released to the environment, make a hazardous <br /> waste determination for the above noted wastes, and manage them according the Title 22 hazardous waste <br /> regulations. Submit a statement and supporting documentation explaining how these wastes were managed. <br /> This is a repeat violation, Class II. <br /> 103 CCR 66262.40(c) Failed to retain hazardous waste determination including waste analysis on site for 3 years. <br /> No waste analysis was available for the urethane solid waste. Mr. Van Teslaar stated the waste had been analyzed, <br /> but could not locate the test results. This waste is being disposed of as non-hazardous waste. A generator shall <br /> make a hazardous waste determination and keep a record of any test results, waste analyses, or other <br /> determinations made in accordance with hazardous waste regulations for at least three years from the date that the <br /> waste was last disposed of. Immediately locate a copy of the waste analysis conducted for the urethane solid waste <br /> and submit a copy to the EHD. If a copy is unavailable, immediately make a hazardous waste determination and <br /> begin managing the urethane solid waste under Title 22 hazardous waste regulations. <br /> This is a minor violation. <br /> Page 4 of 10 <br />
