Hazardous Waste Facility Permit <br /> Naval Communication Station Stockton <br /> facility or activity is located or conducted, <br /> or where records must be kept under the <br /> conditions of this permit; <br /> b. Have access to any copy, at reasonable times, <br /> any records that must be kept under the <br /> conditions of this permit; <br /> C. Inspect at reasonable times any facilities, <br /> equipment (including monitoring and control <br /> equipment) , practices or operations regulated <br /> or required under this permit; <br /> d. Sample or monitor, at reasonable times, for <br /> the purposes of assuring permit compliance <br /> or, as otherwise authorized by law, any <br /> substances or parameters at any location; and <br /> e. Photograph the facility, its contents and <br /> waste management operations during <br /> inspections and site visits. <br /> 10. Planned Changes <br /> The owner or operator shall obtain approval from <br /> the Department as soon as possible and at least 30 <br /> days in advance of any planned physical <br /> alternations or additions affecting operation of <br /> the hazardous waste area of the permitted <br /> facility. <br /> 11. Anticipated Noncompliance <br /> The owner or operator shall give advance notice to <br /> the Department of any planned changes in the <br /> permitted facility or activity which may result in <br /> noncompliance with permit requirements. The owner <br /> or operator shall report to the California Office <br /> of Emergency Services, (800) 852-7550, any <br /> circumstances that may endanger public health or <br /> the environment immediately upon becoming aware of <br /> the incident. <br /> 12 . Twenty-Four Hour Reporting <br /> The owner or operator shall report to the <br /> Department any noncompliance which may endanger <br /> health or the environment.
